  "text": "Operators shall ensure that labels are affixed to scheduled substances of categories 1 and 2 of Annex I before they are supplied. The labels must show the names of the substances as given in Annex I. Operators may in addition affix their customary labels.\nThe Secretary of State may prescribe by regulations requirements and conditions for the labelling of mixtures containing scheduled substances.",
