  "text": "(1.) The Secretary of State may by regulations made by statutory instrument make provision to:\n(a)adopt appropriate provisions on rules of the air based upon ICAO standards and recommended practices;\n(b)harmonise the application of the ICAO airspace classification, with appropriate adaptation... .\n(2.) Regulations under paragraph 1—\n(a) may make different provision for different purposes;\n(b) may make transitional, transitory or saving provision;\n(c) may make consequential, incidental or supplementary provision.\n(3.) A statutory instrument containing regulations under paragraph 1 is subject to annulment in pursuance of a resolution of either House of Parliament.",
