the journey log has been properly completed and signed before the journey log is submitted to the competent authority pursuant to point (b); and

the completed and signed journey log, or where the journey log is in paper form, a copy of the completed and signed journey log, is submitted to the competent authority no later than one month after the day on which the animals were unloaded at their place of destination.
