In addition to the measures referred to in Article 26, the Secretary of State may by regulations make provision to ensure the effective monitoring of trade between Great Britain and third countries or Northern Ireland in drug precursors, in particular with regard to the design and use of export and import authorisation forms, for the purpose of preventing the diversion of drug precursors. ...
