  "text": "This Regulation shall enter into force on the third day following that of its publication in the Official Journal of the European Union.\nProvisions of Article 1(1) and 1(2) shall apply from 1 January 2004.\nProvisions of Article 1(3) shall apply from 1 January 2005.",
