The security referred to in Article 3(a) shall be released in full in respect of quantities for which:\n(a) no award is made;\n(b) payment of the selling price is made within the period set and the security referred to in Article 3(b) has been lodged.\n2. The security referred to in Article 3(b) shall be released in proportion to the quantities of common wheat used for the production of flour in the Community.",
