  "text": "Regulation (EC) No 2236/2003 is hereby amended as follows:\n1.. Article 13(3)(a) is replaced by the following:\n(a) ‘an export licence issued to the starch-producing undertaking in question by the competent authority of the Member State referred to in paragraph 2 bearing one of the entries listed in the Annex, by way of derogation from Article 3 of Commission Regulation (EC) No 1518/95;’;\n2.. the text in Annex VIII to this Regulation is added as an Annex.",
