  "text": "Council Regulation (EC) No 2117/2005\nof 21 December 2005\namending Regulation (EC) No 384/96 on protection against dumped imports from countries not members of the European Community\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty establishing the European Community, and in particular Article 133 thereof,\nHaving regard to the proposal from the Commission,\nWhereas:\n(1)\nBy Regulation (EC) No 384/96 the Council adopted common rules for protection against dumped imports from countries which are not members of the European Community.\n(2)\nIn view of the very significant progress made by Ukraine towards the establishment of market economy conditions, as recognised by the conclusions of the Ukraine-European Union Summit on 1 December 2005, it is appropriate to allow normal value for Ukrainian exporters and producers to be established in accordance with the provisions of Article 2(1) to (6) of Regulation (EC) No 384/96,\nHAS ADOPTED THIS REGULATION:",
