  "text": "This Regulation shall apply to:\n(a) Community fishing vessels (‘Community vessels’); and\n(b) fishing vessels flying the flag of, and registered in, third countries (‘third country vessels’) in waters falling within the sovereignty or jurisdiction of Member States (‘EC waters’).",
