  "text": "1. Budget commitments shall be made on the basis of decisions taken by the Commission in accordance with Articles 9(6), 12(1), 13(1) and 16(2).\n2. Budget commitments for measures extending over a number of financial years may be split into annual instalments, spread over a number of years.\n3. Community financing may take one of the following legal forms, inter alia: financing agreements, grant contracts, procurement contracts, employment contracts.",
