  "text": "The survey of crown condition pursuant to Article 2 and Article 6(a) is mandatory and shall be carried out on all Level I points and Level II plots and shall be repeated annually. The following provisions are based on technical recommendations of Expert Panel on Crown Condition of the UNECE International Cooperative Programme on Assessment and Monitoring of Air Pollution Effects on Forests (ICP Forests).",
