  "text": "The proposals for studies, experiments and demonstration projects and testing on the basis of a pilot phase submitted by the Member States pursuant to Articles 5(2), 6(2) and 7(2) of Regulation (EC) No 2152/2003, hereinafter referred to as ‘project proposals’, shall be evaluated by the Commission on the basis of the criteria established in Annex III.",
