  "heading": "Determination of surplus quantities",
  "text": "1. The Commission shall determine by 31 December 2008 at the latest, for Bulgaria and Romania respectively, in accordance with the procedure referred to in Article 39(2) of Regulation (EC) No 318/2006,\n(a) the quantity of sugar as such or in processed products (in white sugar equivalent);\n(b) the quantity of isoglucose (dry matter);\n(c) the quantity of fructose\nexceeding the quantity considered as being normal carry-over stock at 1 January 2007 and which has to be eliminated from the market at the expense of Bulgaria and Romania.\n2. To determine the surplus quantities referred to in paragraph 1, account shall in particular be taken of the development from 1 January to 31 December 2006, in relation to the previous three years, counting from 1 January 2003 to 31 December 2005, of:\n(a) imported and exported quantities of sugar as such or in processed products, isoglucose and fructose;\n(b) production, consumption and stocks of sugar and isoglucose;\n(c) the circumstances in which stocks were built up.",
