  "text": "This Regulation shall enter into force on the day of its publication in the Official Journal of the European Union.\nBy derogation, Article 2 shall enter into force only subject to and on the date of the entry into force of the Treaty concerning the accession of Bulgaria and Romania to the European Union.",
