  "text": "The distribution of funds by priority areas for cooperation with the partner countries listed in Annex II shall be the following for the period 2011-2013:\nPriority area\nPublic diplomacy and outreach\nAt least 5 %\nPromotion of economic partnership and business cooperation\nAt least 50 %\nPeople-to-people links\nAt least 20 %\nUnallocated reserve and administrative costs\nMaximum 10 %",
