  "text": "1. Direct fishing of the species set out in Annex XIII shall be prohibited in the zones and during the periods set out in that Annex.\n2. For new and exploratory fisheries, the catch and by-catch limits set out in Annex XIV shall apply in the Subareas set out in that Annex.",
