  "text": "Commission Regulation (EC) No 1038/2007\nof 7 September 2007\namending Council Regulation (EC) No 2368/2002 implementing the Kimberley Process certification scheme for the international trade in rough diamonds\nTHE COMMISSION OF THE EUROPEAN COMMUNITIES,\nHaving regard to the Treaty establishing the European Community,\nHaving regard to Council Regulation (EC) No 2368/2002 of 20 December 2002 implementing the Kimberley Process certification scheme for the international trade in rough diamonds, and in particular Articles 19 and 20 thereof,\nWhereas:\n(1)\nThe Chair of the Kimberley Process certification scheme, through his Chair’s Notice of 13 August 2007, has decided to add Turkey to the list of Participants as of 14 August 2007.\n(2)\nVenezuela has notified the Commission of changes to the details of its competent authority.\n(3)\nAnnex II should therefore be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
