  "heading": "Non-implementation and delay of projects",
  "text": "When a Member State decides not to implement all or part of the projects for which a financial contribution has been granted, or a delay occurs, it shall immediately inform the Commission in writing, stating:\n(a) the implications for its annual fisheries control programme, including those of a financial nature;\n(b) the reasons for the delay or non-implementation;\n(c) the foreseen new implementation time frame.",
