  "text": "Union assistance shall not generate or activate the collection of specific taxes, duties or charges.\nWithout prejudice to Article 31 of Annex IV to the ACP-EU Partnership Agreement, such taxes, duties and charges may be eligible under the conditions laid down in the EDF Financial Regulation referred to in Article 10(2) of the Internal Agreement.",
