  "heading": "Closure of the programme",
  "text": "1. A joint operational programme shall be considered closed after:\n(a) all the contracts concluded under the programme have been closed;\n(b) the final balance has been paid or reimbursed;\n(c) remaining appropriations have been decommitted by the Commission.\n2. The closure of the operational programme shall not prejudice the Commission's right to undertake, at a later stage, financial corrections vis-à-vis the Joint Managing Authority or the project beneficiaries if the final amount of the programme or the projects has to be readjusted as a result of controls carried out after the closure date.\n3. Where the Joint Managing Authority has not been able to declare to the Commission final amounts because of:\n(a) projects suspended by a legal proceeding or by an administrative appeal having suspensory effect; or\n(b) reasons of force majeure seriously affecting the implementation of all or part of the programme;\nthe ending date of the execution period as set in paragraph 1 of Article 43 shall not apply to part of the programme concerned by points (a) or (b) of this paragraph.",
