  "text": "The fishing opportunities set out in the Protocol to the Agreement shall be allocated among the Member States as follows:\n25 purse seiners:\nFrance 10 vessels\nSpain 15 vessels\n15 surface longliners:\nSpain 10 vessels\nPortugal 5 vessels.\nIf licence applications from these Member States do not cover all the fishing opportunities laid down by the Protocol, the Commission may take into consideration licence applications from any other Member State.",
