  "text": "Commission Regulation (EC) No 458/2008\nof 26 May 2008\namending Council Regulation (EC) No 2368/2002 implementing the Kimberley Process certification scheme for the international trade in rough diamonds\nTHE COMMISSION OF THE EUROPEAN COMMUNITIES,\nHaving regard to the Treaty establishing the European Community,\nHaving regard to Council Regulation (EC) No 2368/2002 of 20 December 2002 implementing the Kimberley Process certification scheme for the international trade in rough diamonds, and in particular Articles 19 and 20 thereof,\nWhereas:\n(1)\nThe Chair of the Kimberley Process certification scheme, through his Chair’s Notice of 20 November 2007, has decided to add Republic of Congo to the list of Participants as of 8 November 2007.\n(2)\nAnnex II should be amended accordingly.\n(3)\nBulgaria, Germany and Romania have informed the Commission of modifications to the contact details of their Community authorities.\n(4)\nAnnex III should be amended accordingly,\nHAS ADOPTED THIS REGULATION:",
