  "text": "The application referred to in Article 14 shall be inadmissible in the following cases:\n(a) where the application does not comply with Article 14; or\n(b) where the application is submitted within three years after the withdrawal of the APEO certificate referred to in points (a), (b) and (d) of Article 27(1).",
