  "text": "This Regulation shall enter into force on the 20th day following its publication in the Official Journal of the European Union.\nIt shall apply as from the date specified in the implementing rules adopted in accordance with the procedure referred to in Article 4(3) of Regulation (EC) No 300/2008, but not later than 29 April 2010.",
