  "text": "(1.) The power to make regulations conferred on the Secretary of State under Article 13 is exercisable by statutory instrument.\n(2.) No regulations may be made under Article 13 unless a draft of the regulations has been laid before Parliament and approved by a resolution of each House of Parliament.",
