  "text": "Third-country fishing vessels that transit through Community waters shall stow their nets so that they may not readily be used, in accordance with the following conditions:\n(a) nets, weights and similar gear shall be disconnected from their trawl boards and towing and hauling wires and ropes;\n(b) nets which are on or above deck shall be securely lashed to some part of the superstructure.",
