  "text": "The quality report shall contain both quantitative and qualitative indicators of quality of the data. The Commission (Eurostat) shall provide the results for those quantitative indicators which can be calculated on the basis of data provided by Member States. Member States shall interpret and comment them, in the light of their collection methodology and provide the remaining quantitative indicators as well as qualitative information.",
