  "text": "Description of the goods\nClassification(CN code)\nReasons\n(1)\n(2)\n(3)\nA product consisting of a paperboard roll and a handle made of moulded plastics (so-called ‘textile roller’).\nThe paperboard roll is covered by a paper which is self-adhesive on the outer side and covered by synthetic plastics on the inner side.\nThe paperboard roll, with a self-adhesive paper, is disposable and interchangeable. It is wrapped in a protective layer of paper containing a description of the functioning of the product.\nThe product is intended to be used for the removal of, for example, dust, lint, hair, dandruff, from textile clothes, etc.\n9603 90 91\nClassification is determined by General Rules 1, 4 and 6 for the interpretation of the Combined Nomenclature and by the wording of CN codes 9603, 9603 90 and 9603 90 91.\nThe product, which is not prima facie classifiable under a specific heading, is most akin to brushes of heading 9603. Heading 9603 comprises a variety of articles differing considerably both in materials and shape (see also the Harmonised System Explanatory Notes to heading 9603).\nThe product is therefore to be classified under CN code 9603 90 91 as other brushes.",
