  "text": "The transit of the ungulates referred to in Article 3a through one country of Great Britain to another country of Great Britain shall be permitted only subject to the authorisation of the appropriate authority of the country of transit. Such authorisation may be granted only on the basis of a risk assessment by that appropriate authority.",
