When implementing Article 11, the Secretary of State must endeavour to ensure that the central unit for ATFM produces annual reports indicating the quality of the ATFM that shall include details of:\n(a) causes of ATFM measures;\n(b) impact of ATFM measures;\n(c) adherence to ATFM measures;\n(d) contributions by parties referred to in Article 1(3) to the optimisation of the overall network effect.\n2.
