# Commission Regulation (EU) No 255/2010 of 25 March 2010 laying down common rules on air traffic flow management (Text with EEA relevance), Article 12: Performance assessment

1. When implementing Article 11, the Secretary of State must endeavour to ensure that the central unit for ATFM produces annual reports indicating the quality of the ATFM that shall include details of:
(a) causes of ATFM measures;
(b) impact of ATFM measures;
(c) adherence to ATFM measures;
(d) contributions by parties referred to in Article 1(3) to the optimisation of the overall network effect.
2. The Secretary of State must endeavour to ensure that an archive of ATFM data listed in Article 6(5), flight plans, operational logs and relevant contextual data is created and maintained by the central unit for ATFM.
