Certificates shall not be required for exports for which applications submitted by the operator during the budget year do not give rise to payment of more than EUR 200 000 .

Certificates shall not be required for the supplies referred to in the third indent of the second subparagraph of Article 4(1), Articles 33(1), 37(1), 41(1) and 43(1) of Regulation (EC) No 612/2009.

Paragraphs 1 and 2 shall also apply to exports by operators who have held a refund certificate during the budget period in question or who hold such a certificate on the date of export.
4.
Paragraphs 1, 2 and 3 shall apply only in the Member State in which the operator is established.
