  "text": "1. Where no minimum customs duty has been fixed all tenders shall be rejected.\n2. The competent authority concerned shall notify applicants within 3 working days after the day of publication of the Implementing Regulation referred in Article 6 of the result of their participation in the partial invitation to tender.",
