  "heading": "Principles for the development and adoption of UK Assessment Documents",
  "text": "1. The procedure for developing and adopting UK Assessment Documents shall:\n(a) be transparent to the manufacturer concerned;\n(b) define appropriate mandatory time limits in order to avoid unjustified delay;\n(c) take appropriately into account the protection of commercial secrecy and confidentiality;\n(d) allow for adequate participation by the Secretary of State;\n(e) be cost-effective for the manufacturer; and\n(f) ensure sufficient collegiality and coordination amongst TABs designated for the product in question.\n2. The TABs shall ... bear the full costs of the development and adoption of UK Assessment Documents.",
