Member States shall also identify measures/packages/variants using renewable energy for both new and existing buildings. Binding obligations laid down in the national application of Article 13 of Directive 2009/28/EC of the European Parliament and of the Council shall be considered as one measure/package/variant to be applied in that Member State.
