F1The Secretary of State shall take such measures as may be necessary to ensure that F2the United Kingdom's authorisation procedures are secure and that the authenticity of authorisation documents can be verified or validated.

Verification and validation may also, where appropriate, be ensured by means of diplomatic channels.
