  "text": "A functional evaluation of driving licences including a microchip shall be laboratory- tested in accordance with the criteria specified in Annex II, item 14.\nMember States implementing a microchip on driving licences shall ensure that the relevant functional standards and the requirements of Annex I are complied with.\nA functional certificate shall be delivered to the manufacturer once:\nthere is a valid security certificate for the microchip,\ncompliance with requirements of Annex II has been demonstrated, and\nfunctional tests have been passed successfully.\nThe relevant Member State authority is responsible for issuing the functional certificate. The functional certificate shall indicate the identity of the issuing authority, the identity of the applicant, the identification of the microchip and a detailed list of the tests and their results.",
