  "text": "1. A list of eligible countries is established in Annex I.\n2. The Commission shall be empowered to adopt delegated acts in accordance with Article 36 to amend Annex I to take account of changes in the international status or classification of countries.\n3. The Commission shall notify an eligible country concerned of any relevant changes in its status under the scheme.",
