  "heading": "Entry into force and applicability",
  "text": "1. This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.\n2. This Regulation shall apply from 2 December 2013.\n3. Bulgaria, Estonia, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Portugal, Romania, Slovenia, Slovakia and Finland shall establish a national coordination centre in accordance with Article 5 as from 2 December 2013.\nThe remaining Member States shall establish a national coordination centre in accordance with Article 5 as from 1 December 2014.",
