  "text": "1. The Agency shall:\n(a) establish and maintain the communication network for EUROSUR in accordance with Article 7;\n(b) establish and maintain the European situational picture in accordance with Article 10;\n(c) establish and maintain the common pre-frontier intelligence picture in accordance with Article 11;\n(d) coordinate the common application of surveillance tools in accordance with Article 12.\n2. For the purposes of paragraph 1, the Agency shall operate twenty four hours a day and seven days a week.",
