  "text": "1. With a view to promoting sustainability and contributing to food security and supplies, growth and employment, a fisheries administration must, in conjunction with the other fisheries administrations, seek to establish non-binding ... strategic guidelines on common priorities and targets for the development of sustainable aquaculture activities.
