  "text": "In implementing the specific supply arrangements, account shall be taken, in particular, of the following:\n(a) the specific needs of the smaller islands and the precise quality requirements;\n(b) traditional trade flows with ports in mainland Greece and between the islands in the Aegean Sea;\n(c) the economic aspect of the proposed aid;\n(d) where applicable, the need not to obstruct the development of local products.",
