  "text": "1. A request for opening a person holding account ... must be submitted to the national administrator by the prospective account holder. The prospective account holder must provide information as required by the national administrator, which must include, at a minimum, the information set out in Annex IV.\n2. The Secretary of State may require as a condition for opening a person holding ... account that the prospective account holders have their permanent residence or registration in the United Kingdom.\n3.
