  "text": "Commission Implementing Regulation (EU) No 654/2013\nof 10 July 2013\namending Regulation (EU) No 185/2010 in respect of EU aviation security validation checklists for third country entities\n(Text with EEA relevance)\nTHE EUROPEAN COMMISSION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Regulation (EC) No 300/2008 of the European Parliament and the Council of 11 March 2008 on common rules in the field of civil aviation security and repealing Regulation (EC) No 2320/2002 and in particular Article 4(3) thereof,\nWhereas:\n(1)\nCommission Regulation (EU) No 185/2010 of 4 March 2010 laying down detailed measures for the implementation of the common basic standards on aviation security contains detailed rules for EU aviation security validation.\n(2)\nChecklists are the instrument to be used by the EU aviation security validator for assessing the level of security applied to EU/EEA bound air cargo or air mail. It is necessary to add two further checklists to the existing ones in order to establish full implementation of the EU aviation security validation regime.\n(3)\nRegulation (EU) No 185/2010 should therefore be amended accordingly.\n(4)\nThe measures provided for in this Regulation are in accordance with the opinion of the Committee on Civil Aviation Security set up by Article 19(1) of Regulation (EC) No 300/2008.\nHAS ADOPTED THIS REGULATION:",
