  "text": "The Commission shall adopt, by means of implementing acts, the work programme referred to in Article 280.\nThose implementing acts shall be adopted in accordance with the examination procedure referred to in Article 285(4).\nWhere the committee delivers no opinion, the Commission shall not adopt the implementing acts referred to in the first paragraph of this Article, and the third subparagraph of Article 5(4) of Regulation (EU) No 182/2011 shall apply.",
