  "text": "ANNEX VI\nIMPLEMENTING RULES FOR THE INTEROPERABILITY OF INVOCABLE SPATIAL DATA SERVICES\nPART A\nAdditional Requirements on Metadata Set Out in Regulation (EC) No 1205/2008\n1.\nConditions applying to access and use\nThe technical restrictions applying to the access and use of the spatial data service shall be documented in the metadata element “CONSTRAINT RELATED TO ACCESS AND USE” set out in Regulation (EC) No 1205/2008.\n2.\nResponsible party\nThe responsible party set out in Regulation (EC) No 1205/2008 shall at least describe the custodian responsible organisation, corresponding to the Custodian responsible party role set out in Regulation (EC) No 1205/2008.\nPART B\nMetadata Elements\n3.\nCoordinate Reference System Identifier\nWhere appropriate, this is the list of coordinate reference systems supported by the spatial data service.\nEach supported coordinate reference system shall be expressed using an identifier.\n4.\nQuality of Service\nThis is the minimum quality of service estimated by the spatial data service responsible party and expected to be valid over a period of time.\n4.1.\nCriteria\nThese are the criteria to which the measurements refer.\nThe value domain of this metadata element is as follows:\n4.1.1.\nAvailability (availability)\nIt describes the percentage of time the service is available.\n4.1.2.\nPerformance (performance)\nIt describes how fast a request to the spatial data service can be completed.\n4.1.3.\nCapacity (capacity)\nIt describes the maximum number of simultaneous requests that can be completed with the declared performance.\n4.2.\nMeasurement\n4.2.1.\nDescription\nIt describes the measurement for each criterion.\nThe value domain of this metadata element is free text.\n4.2.2.\nValue (value)\nIt describes the value of the measurement for each criterion.\nThe value domain of this metadata element is free text.\n4.2.3.\nUnit (unit)\nIt describes the Unit of the measurement for each criterion.\nThe value domain of this metadata element is free text.\nPART C\nInstructions on Multiplicity and Conditions of the Metadata Elements\nThe metadata describing an interoperable spatial data service shall comprise the metadata elements or groups of metadata elements listed in Table 1.\nThose metadata elements or groups of metadata elements shall be in accordance with the expected multiplicity and the related conditions set out in Table 1.\nWhen no condition is expressed in relation to a particular metadata element, that element shall be mandatory.\nTable 1\nMetadata for interoperable spatial data services\nReference\nNew metadata elements\nMultiplicity\nCondition\n1\nCoordinate reference system identifier\n1..*\nMandatory if relevant\n2\nQuality of service\n3..*",
