  "heading": "Implementing rules for cross-border cooperation",
  "text": "1. Implementing rules laying down specific provisions for the implementation of this Title shall be adopted in accordance with the examination procedure referred to in Article 16(3) of Regulation (EU) No 236/2014.\n2. Matters covered by the implementing rules shall include detailed provisions on, inter alia:\n(a) the rate and methods of co-financing;\n(b) the content, preparation, modification and closure of joint operational programmes;\n(c) the role and function of the programme structures, e.g. the joint monitoring committee, the managing authority and its joint technical secretariat, including their standing, effective identification, accountability and responsibility, a description of the management and control systems, and conditions governing the technical and financial management of Union support, including eligibility of expenditure;\n(d) recovery procedures in all participating countries;\n(e) monitoring and evaluation;\n(f) visibility and information activities;\n(g) shared and indirect management referred to in Article 6(2) of Regulation (EU) No 236/2014.",
