  "heading": "Committee procedure",
  "text": "1. The Commission shall be assisted by the committees established by the Instruments. Those committees shall be committees within the meaning of Regulation (EU) No 182/2011.\n2. Where reference is made to this paragraph, Article 4 of Regulation (EU) No 182/2011 shall apply.\nWhere the opinion of the committee is to be obtained by a written procedure, the procedure shall be terminated without result when, within the time limit for delivery of the opinion, the chair of the committee so decides or a simple majority of committee members so requests.\n3. Where reference is made to this paragraph, Article 5 of Regulation (EU) No 182/2011 shall apply.\nWhere the opinion of the committee is to be obtained by a written procedure, the procedure shall be terminated without result when, within the time limit for delivery of the opinion, the chair of the committee so decides or a simple majority of committee members so requests.\n4. Where reference is made to this paragraph, Article 8 of Regulation (EU) No 182/2011, in conjunction with Article 5 thereof, shall apply.\nThe adopted decision shall remain in force for the duration of the adopted or modified document, action programme or measure.\n5. An observer from the EIB shall take part in the committee's proceedings with regard to questions concerning the EIB.",
