  "text": "Member States The relevant authority shall involve relevant partners, in accordance with their institutional and legal framework, in the preparation of programmes, and in particular concerning:\n(a)the analysis and identification of needs;\n(b)the definition or selection of priorities and related specific objectives;\n(c)the allocation of funding;\n(d)the definition of programmes’ specific indicators;\n(e)the implementation of the horizontal principles as defined in Articles 7 and 8 of Regulation (EU) No 1303/2013;\n(f)the composition of the monitoring committee.",
