  "heading": "Scrutiny by the Secretary of State",
  "text": "1. The Secretary of State shall make the date of submission of the application for protection public.\n2. The Secretary of State shall examine whether the applications for protection submitted to the Secretary of State meet the conditions laid down in this Chapter.\n3. Where the Secretary of State considers that the conditions laid down in this Chapter are met, the Secretary of State must publish the product specification referred to in Article 10(1)(c), and the single document referred to in Article 10(1)(d), in such manner as appears appropriate to the Secretary of State from time to time.\n4. Where the Secretary of State considers that the conditions laid down in this Chapter are not met, the Secretary of State must reject the application. After making a decision to reject the application, the Secretary of State must publish a notice in such manner as appears appropriate to the Secretary of State from time to time:\n(a)) informing the applicant and the public of the decision made in relation to the application and the reasons for that decision, and\n(b)) providing information about the right to appeal under Article 25a against that decision and the period within which an appeal may be made.",
